STANDARD OPERATING PROCEDURE IN HIRING SECURITY PERSONNEL

Pursuant to the provisions of the “Private Security Agency Law” (RA 5487), its implementing rules and regulations, Memorandum issued by the Philippine National Police-Supervisory Office for Security and Investigation Agencies, (PNP-SOSIA), and pertinent laws, the following are the standard operating procedure adopted by this agency in the selection and engagement of security guards and personnel.

I. PRE-EMPLOYMENT

First, the applicant must submit his 201 file (bio-data and clearances) to the personnel department of the agency for evaluation. Said department is tasked to determine whether the applicant possess the necessary documentary requirement for employment in accordance with company policy and SOSIA regulations. Should it find the documents complete, the applicant proceeds to the next level. However, if the department discovers any deficiency or irregularity in the submitted documents, the same shall be rejected outright. The personnel officer in charge shall then recommend the applicant for interview.

            Second, the applicant shall, together with the application form of the agency submit three (3) separate copies of the following requirements in original and duplicate, duly tabbed and marked, to wit:

  • Valid PNP-SOSIA License
  • National Bureau of Investigation (NBI) Clearance
  • Police Clearance
  • Barangay Clearance
  • Directorate for Intelligence (DI) Clearance
  • Birth Certificate
  • Proof of Educational Attainment (Diploma/transcript of records)
  • Certificate of previous employment (if any)
  • SSS/PHILHEALTH/TIN
  • Medical Certificate
  • Neuro Certificate
  • Drug Test Certificate
  • Training Certificate
  • 2 pcs each 1×1 and 2×2 ID Picture

Third, the applicant shall be subjected to a series of interviews to be conducted by a committee composed of an officer from the personnel and operations department. This includes review of the guard’s knowledge particularly on the 11 General Orders, Code of Conduct and Code of Ethics. Should the committee find the applicant qualified for the position applied, it shall recommend the same for employment.

II. EMPLOYMENT

An applicant who has successfully passed the evaluation and interview shall then be issued an Employment Contract and Probationary Employment Form. After which, the employee shall then be briefed of the rules and regulations of the company.

Prior to actual posting, the guard shall undergo on-the-job training on the particular post where he shall be deployed to familiarize him with the duties and responsibilities attendant thereto.

Upon assignment to post, the guard shall be issued the corresponding Duty Detail Order which shall indicate the actual post where he shall be assigned, the firearm issued with the corresponding photocopy of the license, its effective date and a Special Order informing the client of his deployment to said premises. Further, the guard shall be briefed of policies of the client including other instructions.
